EU-Backed Weapons Deliveries Begin Under ‘Purl’ Scheme

The first military equipment delivered to Ukraine under a programme financed by European allies are set to feature missiles for Patriot air defence systems and HIMARS multiple-launch systems, Ukraine’s president announced this week. The two initial batches are valued at US$500m each. Ukraine has secured over $2bn in financing through the Purl initiative. Ukraine’s president noted he anticipated the overall pledged amount to reach 3.5 billion dollars by next month. An alliance official in Ukraine stated that multiple shipments under Purl were financed and equipment is already flowing.

Regional Developments

Russia closed an airport in Volgograd and put oil refineries on alert amid fears of a UAV assault early on Thursday morning. Numerous blasts reportedly sounded and lights appeared overhead as defensive measures opened fire, according to a Russian Telegram channel.

Authorities believe a missile aimed toward Russian drones by Polish aircraft that hit a house, an official said on Wednesday. Early reports suggested a rogue drone hit the house on the night of 9-10 September. Officials clarified that full accountability for the damage remained with Russia, which he said was orchestrating a provocation using drones.

International Reactions

The Danish government announced on Wednesday that it would initially acquire advanced strike capabilities to bolster national security, referencing the necessity to deter Russia. National leadership called it a fundamental change in Danish defence policy”, adding that Russia would pose a risk to the region in the foreseeable future. “With these weapons will enable the military to strike distant objectives and neutralise enemy missile threats,” she affirmed.

The announcement sparked a back-and-forth with Moscow’s diplomat to Denmark, who labelled it “pure madness” and equated it to “provoking a major state”. Denmark’s prime minister retorted that such remarks constituted a threat, adding, “Russia is trying to threaten Europe and Nato into not defending their territories. We remain undeterred.”

Recent Attacks and Incidents

Russia attacked Ukraine with over 170 UAVs as well as missiles on Tuesday night, Ukraine’s air force reported. Air defences shot down or jammed a majority of drones in the north, south and east of Ukraine. Missile hits and dozens of attacks using drones were recorded at 13 locations.

Authorities indicted 15 people with terrorism offences regarding an alleged Russia-backed plot to explode packages previously in Germany, Poland and Britain. Prosecutors said that individuals used logistics firms to send explosives hidden in cosmetics containers. These items caused multiple blasts: at Leipzig airport, in a truck in Poland and a warehouse in Britain. One device failed to activate. Those charged include citizens of multiple countries origin.

Economic Partnerships

Both nations revealed a joint investment fund linked to a resource agreement with Washington. Both sides will commit seventy-five million dollars to support Ukraine’s reconstruction and long-term economic recovery, while reinforcing resource networks for critical minerals.
